Kirkpatrick State Information Center 600 West Main Street J efferson City, MO 65101 Dear Secretary Kander: This opinion letter responds to your request dated January 6, 2015, for our review under § 116.334, RSMo, of a proposed summary statement prepared for the petition submitted by Dan Viets regarding a proposed constitutional amendment to amend Article I of the Missouri Constitution (2016-009). The proposed summary statement is as follows: Shall the Missouri Constitution be amended to: • allow the production, sale, distribution, and consumption of marijuana and hemp products by persons at least 21 years old; • permit the state to establish a tax and authorize regulations and licensing procedures for marijuana; • change criminal prov1s10ns for mariJuana offenses and allow individuals who have certain marijuana-related offenses to apply to have the records relating to the offenses expunged; and OP-2015·0003 The Honorable Jason Kander Page 2 • allow the use of marijuana for medical purposes? Pursuant to § 116.334, RSMo, we approve the legal content and form of the proposed statement.
