Kirkpatrick State Information Center 600 West Main Street Jefferson City, MO 65101 Dear Secretary Kander: This opinion letter responds to your request dated January 7, 2016, for our review under § 116.334, RSMo, of a proposed summary statement prepared for the petition submitted by Bradley Ketcher regarding a proposed constitutional amendment to amend Article III of the Missouri Constitution, version 33 (2016-155). The proposed summary statement is as follows: Shall the Missouri Constitution be amended to: • change process and criteria for redrawing state legislative districts during reapportionment; • establish limits on campaign contributions that candidates for state legislature can accept from individuals or entities; • establish a limit on gifts that state legislators, and their employees, can accept from lobbyists; • prohibit state legislators, and their employees, from serving as paid lobbyists for a period of time; www.ago.mo.gov OP-2016-0026 The Honorable Jason Kander Page 2 • prohibit political fundraising on general assembly property; • require legislative records and proceedings to be open to the public; and • prohibit sexual harassment by state legislators and their employees?
