Kirkpatrick State Information Center 600 West Main Street Jefferson City, MO 65101 Dear Secretary Kander: This opinion letter responds to your request dated December 21, 2016, for our review under § 116.334, RSMo, of a proposed summary statement prepared for the petition submitted by Sean Soendker Nicholson regarding a proposed constitutional amendment to amend Article III of the Missouri Constitution, version 1 (2018-042). The proposed summary statement is as follows: Shall the Missouri Constitution be amended to: • change process and criteria for redrawing state legislative districts during reapportionment; • change limits on campaign contributions that candidates for state legislature can accept from individuals or entities; • establish a limit on gifts that state legislators, and their employees, can accept from paid lobbyists; www.ago.mo.gov OP-2016-0296 The Honorable Jason Kander Page 2 • prohibit state legislators, and their employees, from serving as paid lobbyists for a period of time; • prohibit political fundraising by candidates for or members of the state legislature on State property; and • require legislative records and proceedings to be open to the public? Pursuant to § 116.334, RSMo, we approve the legal content and form of the proposed statement.
