Dear Secretary Kander:
This opinion letter responds to your request dated December 22, 2016,
for our review under § 116.334, RSMo, of a proposed summary statement
prepared for the petition submitted by Richard Von Glahn regarding a
proposed amendment to amend Chapter 290, Revised Statutes of Missouri,
version 3 (2018-075). The proposed summary statement is as follows:
Shall Missouri law be amended to:
•
increase the state minimum wage to $9.05 per
hour with $.85 per hour increase each year
until 2026, when the minimum wage would be
$15.00 per hour;
•
adjust state minimum wage based on changes
in the Consumer Price Index each January
beginning in 2027;
•
mandate that the state minimum wage at least
equal the federal minimum wage;

•
Increase
the
employer portion
of tipped
employee wages (each year until 2028) from
50% of state minimum wage to full minimum
wage; and
•
increase the penalty for paying employees less
than the minim urn wage?
Pursuant to§ 116.334, RSMo, we approve the legal content and form of
the proposed statement. Because our review of the statement is mandated by
statute, no action that we take with respect to such review should be
construed as an endorsement of the petition, nor as the expression· of any
view regarding the objectives of its proponents.
