Unfortunately, we must decline your request for this opinion. Section 27.040, RSMo, provides for the Attorney General to issue an opinion "to the general assembly, or to either house upon any question of law relative to their respective offices or the discharge of their duties." The questions at issue in your request are not related to the discharge of your duties, as required by § 27.040, RSMo.
