Preliminary and Excess Tax Credits Application Evaluation—Input from Local Elected Officials

PURPOSE: This rule clarifies the application considerations set forth in section 253.559.3(1)(d), RSMo. (1) For purposes of evaluating a preliminary application for authorization of tax credits and an excess tax credits application for issuance of tax credits pursuant to section 253.559.3(1)(d), RSMo, the department shall evaluate the following criteria: (A) Committed amount of local incentives to the project; and (B) Signed letters of support for the project from the local elected officials in the local municipality in which the project is located. For any project in any city not within a county, an applicant shall also include a letter of support from the president of the board of aldermen, if one can be obtained.
