General Provisions Governing the Consolidated Grants Under the Elementary and Secondary Education Act (ESEA)
PURPOSE: The Department of Elementary and Secondary
Education (department) has the authority to receive and expend
federal funds for educational programs and to establish rules and
regulations for the administration of the programs in accordance
with controlling federal statutes and regulations. This rule sets
forth the general provisions governing programs operated by local
educational agencies (LEAs) under Title I Part A, Title I Part C, Title
I Part D, Title II Part A, Title III, Title IV Part A, Title V Part B, and
Title IX under ESEA, P.L. 89-10.
