Use of a Competitive Range to Limit Competition
PURPOSE: This rule provides for establishing a competitive range to limit competition.
(1) The solicitation may notify proposers that
a competitive range can be used for purposes
of efficiency. The commission may limit the
number of proposals to a number that will
permit efficient competition. The commission will provide written notice of elimination
to any proposer whose proposal is not within
the competitive range. Proposers eliminated
from the competitive range may request a
debriefing according to procedure approved
by the commission. The commission may
provide for pre-award or post-award debriefings.
