Clarifications
PURPOSE: This rule describes the “clarification” type of information exchange.
(1) The commission may clarify any aspect of
proposals that would enhance the commission’s understanding of a proposer’s proposal. Clarification exchanges are discretionary.
They do not have to be held with any specific
number of proposers and do not have to
address specific issues.
(2) Clarification may include information
such as a proposer’s past performance to
which the proposer has not previously had an
opportunity to respond.
(3) The commission may clarify and revise
the Request for Proposal (RFP) document
through an addenda process in response to
questions from potential proposers.
