Rescinded: Filed April 19, 2000, effective Oct. 30, 2000. W. H. Hopmeier, Inc. v. Director of Revenue, Case No. RS-790295 (A.H.C. 7/19/82). The Department of Revenue is not required to give taxpayers notice of change in law and is not estopped from collection of tax by an unauthorized pronouncement of a department agent that assessments would not be made. Assessment for first five days in May 1979 are void because effective date of the statute was May 5, 1979.
