On December 19, 1977, the Missouri Supreme Court declared unconstitutional in its entirety the 1974 Missouri Campaign Finance
Disclosure Law, in the case of Labor’s Educational and Political
Club—Independent v. Danforth 561 SW2d 339 (Mo. banc 1977).
Since that time the Missouri Elections Commission as a rulemaking
and enforcing agency has ceased operations. In Senate Bill 839, the
Seventh-Ninth General Assembly, Second Session, repealed that same
act including those sections cited by the Elections Commission as
rulemaking authority. Under the authority granted by section 536.022
RSMo Supp. 1979, the secretary of state has decided to remove from
the Code of State Regulations all rules of the Missouri Elections
Commission, considering them terminated with the meaning of section 536.022, RSMo Supp. 1979.
