PURPOSE: This rule defines a crime tip organization as it applies under Operation Payback. (1) “Crime tip organization” shall mean a Missouri, community-based partnership between the community, law enforcement and the media working together in the community’s fight against crime by encouraging citizens via cash rewards and anonymity to provide law enforcement information leading to the arrest of criminals.
