454.1018. Rules — promulgated by the division. — The division shall promulgate rules necessary for the implementation and administration of sections 454.1000 to 454.1025 . No rule or portion of a rule promulgated pursuant to the authority of this section shall become effective unless it is promulgated pursuant to section 536.024 . (L. 1997 S.B. 361) Effective 7-01-97
