Modifying or repair of on-site sewage disposal system, noncompliance with standards prohibited. — Except as otherwise provided in section 701.031 , no person may construct, modify or repair an on-site sewage disposal system in a manner which does not comply with the state standard established under sections 701.025 to 701.059 .
