8.640. Exempt buildings and facilities. — The provisions of sections 8.610 to 8.650 shall not apply to any building or facility for which the contract for planning or design was awarded prior to August 28, 1989. (L. 1973 H.B. 77, A.L. 1989 H.B. 493)
