Repealed. NOTE: Former Section 223 provided that no lease or hiring of penitentiary convicts after December 31, 1984, be undertaken unless in compliance with Section 224 and that prior lease arrangements not extend beyond that date. The repeal of Section 223 was proposed by Laws 1990, ch. 599, House Concurrent Resolution No. 99, Part II, and upon ratification by the electorate on November 6, 1990, was deleted by proclamation of the Secretary of State on December 19, 1990.
