SUBJECT: FORM AND RATE FILING DEADLINE EXTENSION
On March 31, 2016, the Mississippi Insurance Department (MID) issued Bulletin 2016-2 providing guidance for filers of individual and small group health plans and stand-alone dental plans offered inside or outside (or both) the Federally-Facilitated Marketplace, that wish to issue or renew plans in Plan Year 2017. The Bulletin stated that plans and rate filings for applicable products were to be filed with MID via the System for Electronic Rate and Form Filing (SERFF) by May 11, 2016. Since issuing Bulletin 2016-2, it has come to the Department's attention that meeting the May 11, 2016 deadline could be a significant hardship for some carriers. Accordingly, this Bulletin shall serve as notification that the May 11, 2016, deadline has been extended to June 10, 2016. All other requirements outlined in Mississippi Insurance Department Bulletin 2016-2 shall remain in full force and effect.
Due to the shortened timeframe for the MID to review the rates, please ensure that all elements required in Bulletin 2011-7 are included in the initial filing. In addition, please provide detailed actuarial support for the development of the actuarial value and cost sharing adjustments and any other information that will assist in the actuarial review of reasonableness of the assumptions. We trust that this extension of the filing deadline will encourage each company to avoid delays by submitting detailed actuarial support in the initial filing.
