Applications Made Prior to 1980. All applications to purchase tax-forfeited lands dated December 31, 1979 or before, and still appearing on the record books of the division as outstanding and unprocessed, shall be canceled immediately without further notice to or correspondence with the applicant. Should the applicant at a later date wish to purchase the tax-forfeited lands, he will be required to complete a new application and conform to all existing processing procedures. He will be given priority above all applicants except owner/heirs other state agencies, counties, municipalities or political subdivisions of the state.
