Statutory Conflict

Statutory Conflict. Specific statutory provisions which govern an agency’s rules or related proceedings and which are in conflict with any of these rules shall continue to apply to rules and proceedings of any such agency to the extent of such conflict only. In cases in which an agency’s rule formatting or structure is dictated by such conflicting statutory provisions, the Secretary of State may waive formatting requirements to accommodate such agency.
