A SMA designation does not authorize the imposition of new regulatory authorities. SMA designations are not mandatory and will not be construed to require local governments to agree to a plan for an area. SMA plans will not be adopted by the Executive Director without the concurrence of the local government or state agency having jurisdiction. MISS. CODE ANN. §§49-27-1 et seq. and 15 C.F.R. 923.20 – 923.25.
