The Executive Director is authorized to prepare and implement a coastal program, hereinafter called the Mississippi Coastal Program (PROGRAM), that establishes guidelines and procedures pursuant to certain goals for reasonable industrial expansion, efficient utilization of waterfront industrial sites, conservation of the resources of the coastal area, consideration of the national interest, preservation of natural scenic qualities, assistance to local governments in the provisions of public facilities and services, and effective, coordinated implementation of public policy in the coastal area.
