The Executive Director must base all decisions on the rules, guidelines, and procedures

The Executive Director must base all decisions on the rules, guidelines, and procedures found in this Program, and specifically on the findings and recommendations of the Department and the Advisory Commission and make the basis of those decisions a part of the minutes of the regularly scheduled monthly Advisory Commission Meeting.
