Undocumented Non-Citizens
A. Undocumented non-citizens are non-qualified non-citizens. This group of individuals includes:
1. Undocumented non-citizens who entered illegally without knowledge of USCIS, or
2. Non-citizens who were admitted for a limited period of time and did not leave the U.S.
when the period of time expired.
B. These individuals, if they meet all eligibility criteria except citizenship/non-citizen status, are
entitled to Medicaid only for treatment of an emergency medical condition. The Division of
Medicaid must accept the applicant’s statement if they say they have no documentation and
assess the non-citizen for emergency services only. Undocumented and unauthorized non-
citizens do not have to provide a Social Security Number or provide information regarding
citizenship or immigration status. The non-citizen status of an undocumented or unauthorized
non-citizen is not verified through electronic verification processes.
