Five-Year Disqualification Period A. Unless an exemption is met, qualified non-citizens admitted to the U.S. on or after August 22, 1996, are disqualified from receiving public benefits for: 1. The first five (5) years from the date they entered the country, or 2. The first five (5) years from the day they obtained qualified non-citizen status, whichever is later. B. During this five (5) year-ban or disqualification period, these non-citizens are eligible only for emergency services if they meet all other eligibility requirements.
