General At-home Aged, Blind and Disabled (ABD) budgeting includes categories of eligibility that are not considered institutionalized and live at-home or in other private living arrangements. These categories have eligibility based on either Supplemental Security Income (SSI) federal benefit rates or federal poverty levels for an individual or couple. Each group listed is currently active. Any category of eligibility that has been discontinued is not listed.
