Participating Federally Qualified Health Center (FQHC) Providers All drugs, as defined by the Veterans Health Care Act of 1992 Title VI, purchased by an in- house pharmacy of a Federally Qualified Health Center (FQHC) at a discounted price must be reported on the cost report and are reimbursed through the core services encounter rate and not billed through the Pharmacy Program.
