SCOPE OF RULES. The rules and regulations hereby adopted and hereinafter set out are general rules of statewide application and shall apply to all fields; provided, however, special rules, applicable to particular areas or subject matter, shall prevail over these general rules only to the extent that they are in conflict therewith.
