If the protest is not resolved by mutual agreement, the Executive Director or his designee(s)
shall promptly issue a decision in writing. The decision shall:
A.
state the reason(s) for the action taken; and
B.
inform the protestant of its right to an administrative hearing before the Port Board of
Commissioners.
