Scope This instruction defines the process, assigns responsibilities and delineates specific guidelines to be followed in the hiring of new employees. The procedures of this Chapter have been amended and are contained within Part 305 - the “MSPA Personnel Guidelines, Policies, and Procedures” and Part 309 – the “MSPA Port Restoration Section 3 Plan”.
