Appeals and Reviews. A landowner or operator who wishes to appeal a decision of the
district may request a review by the district. Appeals to the Commission may be made by the
landowner, operator, or district following the initial review.
When a landowner or operator wishes a review, a request must be made in writing. The
commissioners shall schedule a meeting to review the complaint. This shall be an informal
hearing.
In those cases where the landowner or operator is not satisfied with the decision of the district,
he/she may appeal to the Commission. The landowner or operator must make the appeal in
writing within thirty (30) days after the district review. The Commission will accept oral
testimony at a hearing during the next scheduled Commission meeting and either affirm, modify
or reverse the district's ruling.
