Requirement for Licensure . 1. No person shall establish, own, operate, conduct, or maintain a child care facility in this state without a license issued pursuant to these regulations. 2. The licensing authority will require no entity exempt from the licensure requirement to apply for a license. However, should an exempt entity desire to obtain a license, it will be subject to these regulations.
