Who May Request a Declaratory Opinion

Who May Request a Declaratory Opinion. Any person with a substantial interest
in the subject matter may request the District for a declaratory opinion by following the specified
procedures.
(a)
"Substantial interest in the subject matter" as used in this chapter means:
that a party is directly affected by the District's administration of the laws within the
District's primary jurisdiction.
(b)
"Primary jurisdiction of the District" as used in this chapter means the
District has a constitutional or statutory grant of authority in the subject matter at issue.
