Participation in a Hearing

Participation in a Hearing. The District shall allow the requestor to participate in
any hearing. The District may allow any other persons or entities to participate in the hearing in
its discretion. Submission of a request for a declaratory opinion or for a hearing does not
automatically entitle the requestor to a hearing.
