Policy. In order to protect the public trust and interest imposed upon the Mississippi Development Authority (MDA), it is the policy of the agency to conduct business only with responsible persons. However, when it appears that a subgrantee’s and/or its agent, agents, and/or any entity’s conduct, as determined by the agency, creates a reasonable belief that a particular act or omission, which would be covered by this policy, has occurred, MDA shall implement discretionary actions known as debarment and suspension. Debarment and suspension are serious actions which shall be used only in the public interest and for the agency and the State Of Mississippi’s protection and not for purposes of punishment. MDA may impose debarment or suspensions for causes and in accordance with the procedures set forth herein.
