Memorandum of Understanding Agencies should establish partnerships with local entities and organizations to assist in the provision of services to meet the needs of the clients the agency serves. Signed Memorandums of Understanding (MOU) should serve as an agreement of conditions of the forthcoming partnership or collaboration. These partnerships should cover monetary or non-monetary services. Intra-office referrals should be made as most subgrantees have additional programs not funded by DCS (e.g., Head Start, Congregate Meals, Rural Housing Services and Transportation Program). Updated copies of MOUs should be signed yearly, unless otherwise noted in the terms of the agreement. Part 28 Chapter 8: Program Compliance
