LANCE EVANS STATE SUPERINTENDENT OF EDUCATION December 2025 Miss Admin Code 7 – 4: Part 4: Licensure Guidelines K-12 INTRODUCTION The Commission on Teacher and Administrator Education, Certification and Licensure and Development was created under the Mississippi Education Reform Act of 1982 and is charged with the responsibility of making recommendations to the State Board of Education regarding standards for the preparation, licensure, and continuing professional development of those who teach or perform tasks of an educational nature in the public schools of the State of Mississippi. In compliance with Miss. Code Ann. §37-3-2, as amended by Mississippi Laws 1997, Ch. 545, the Commission on Teacher and Administrator Education, Certification and Licensure and Development and the State Board of Education have approved guidelines for licensure. This manual contains information necessary to understand the licensure processes, class levels of licensure, and pathways to licensure. Proper use of this manual should provide answers to most, if not all, general and specific questions related to educator licensure in the State of Mississippi. The Division of Educator Licensure is the sole program office within the Mississippi Department of Education authorized to issue licenses and to implement Mississippi’s laws and policies adopted by the Mississippi State Board of Education relating to the licensing of teachers, instructional support personnel, and administrators for preschool through Grade 12 (P-12). Policies, rules, standards, directives, and memoranda written prior to this version of the manual are invalid and shall not be used to determine the application of these guidelines unless otherwise noted herein. Applicants for educator licensure shall meet all requirements for the selected approach in effect on the date the complete application is received in the Division of Educator Licensure. Therefore, the license will be dated based on the date the final required document for the license sought, has been received and validated by the Division of Educator Licensure. All licenses expire on June 30th of the year of expiration. The twelve- month period representing a school year is defined as beginning July 1 and ending June 30. A five-year license issued at any time during the school year shall be valid for five (5) school years including the school year in which it is granted. For example, a standard license issued January 2019, (2018-2019 school year), would be valid from the date the completed packet is received until June 30, 2023. The remainder of the 2018- 2019 school year is considered a full year. Renewal of License Only a five-year standard license is eligible for renewal, unless otherwise noted under a specific license type. Current requirements for renewal of a five-year standard license for each class level are as follows: Class A: Ten (10) continuing education units (CEU’s), or appropriate number of contact hours, or clock hours in content or job/skill related area OR Three (3) semester hours in content or job/skill related area AND Five (5) continuing education units (CEU’s), or appropriate number of contact hours, or clock hours in content or job/skill related area OR Six (6) semester hours in content or job/skill related area OR Completion of the National Board for Professional Teaching Standards process OR Official documentation of retirement from service in Mississippi public schools (Official letter shall be obtained from the Public Employees’ Retirement System of Mississippi by calling 1- 800-444-7377). Documentation for use of this option shall only be submitted for renewal during the final year of the valid license. The official letter must bear a date that reflects the current year the documentation is submitted for licensure renewal. OR Valid standard out-of-state license submitted for renewal during the final year of the valid standard Mississippi license. GENERAL GUIDELINES MISSISSIPPI EDUCATOR Class AA, AAA or AAAA: Three (3) semester hours in content or job/skill related area OR Five (5) continuing education units (CEU’s), or appropriate number of contact hours, or clock hours in content or job/skill related area OR Completion of the National Board for Professional Teaching Standards process OR Official documentation of retirement from service in Mississippi public schools (Official letter shall be obtained from the Public Employees’ Retirement System of Mississippi by calling 1- 800-444-7377). Documentation for use of this option shall only be submitted for renewal during the final year of the valid license. The official letter must bear a date that reflects the current year the documentation is submitted for licensure renewal. OR Valid standard out-of-state license submitted for renewal during the final year of the valid standard Mississippi license. Standard Career Level Administrator: Seventy (70) School Executive Management Institute (SEMI) credits OR Six (6) hours of coursework OR 35 SEMI credits AND 3 hours coursework OR Completion of a specialist or doctoral degree in educational administration/leadership OR Official documentation of retirement from service in Mississippi public schools (Official letter shall be obtained from the Public Employees’ Retirement System of Mississippi by calling 1- 800-444-7377). Documentation for use of this option shall only be submitted for renewal during the final year of the valid license. The official letter must bear a date that reflects the current year the documentation is submitted for licensure renewal. OR Valid standard out-of-state license submitted for renewal during the final year of the valid standard Mississippi license. When all requirements are completed, college transcripts for all coursework completed and/or original professional learning certificate(s) bearing the appropriate number of continuing education unit (CEU), contact hours, or clock hours may be submitted for license renewal. The college credit courses may be completed on the undergraduate or graduate level with a grade of “C” or higher at regionally/nationally accredited senior colleges, universities, or community colleges. Official academic transcripts must be submitted directly to the Division of Educator Licensure by the university or college electronically in a secure electronic format via National Student Clearinghouse, Parchment, or any other transcript exchange service provider. The license may be renewed for one five-year period beyond the present expiration date. Only credits earned within the renewal cycle indicated on the educator’s official Mississippi educator license may be used for licensure renewal. Renewal requirements referencing content area courses refer to the area of endorsement (e.g., mathematics, science, special education, etc.). References to job/skill related area include pedagogy and skills for effective teaching and leadership (e.g., computer technology, cooperative learning, learning styles, methodology, etc.). The Mississippi Department of Education no longer approves programs for professional learning credit. School districts, organizations, or individuals wishing to prepare and offer a program for professional learning credit must submit an application to an accredited professional learning credit granting agency. Any Continuing Education Office at a college, university, or community/junior college is an accredited professional learning credit granting agency. Once programs are approved, they may be offered, and certificates will be issued to successful participants by the approving agency. Ten contact or clock hours of professional learning is equal to one CEU credit. Official verification of professional learning credit(s) must be submitted to verify completion of the appropriate number of professional learning credit(s) for licensure renewal. Professional learning credit(s) may be submitted as CEU(s), clock hours, or contact hours. Professional learning credit(s) earned through a professional learning provider approved by a regionally or nationally accredited institution of higher education, the International Accreditors for Continuing Education and Training (IACET) and those credits earned through Professional Associations such as the American Speech-Language-Hearing Association (ASHA), National Board for Certified Counselors (NBCC), etc., are accepted for licensure renewal. Professional learning activities awarded by other nationally recognized professional associations must be in the instructional support personnel licensure content area(s) listed on the Mississippi issued standard renewable license held by the educator seeking renewal. Official documentation of professional learning credit(s) must be submitted to verify completion of the appropriate number of CEU(s), clock hours, or contact hours. All professional learning credit(s) must be in content or job/skill related area. For a list of CEU professional learning providers, go to: https://www.mdek12.org/OEL/Renew-or-Reinstate-My-License. Please note that the list referenced herein is not intended to be all inclusive rather, it is to be viewed as a starting point for access to professional learning. Educators can complete and submit an application for licensure renewal and upload a PDF copy of the original CEU certificates and/or National Board documentation to be used for renewal via his/her educator licensure management account. If submitting documentation of coursework, official sealed copies of the applicant’s transcript(s) must be submitted electronically directly from the respective college/university to the Division of Educator Licensure. For instructions on this process, please visit: https://www.mdek12.org/OEL/Document-Submission Document Submission All applications and supporting documentation must be submitted electronically through the educator’s assigned Mississippi Educator Career Continuum Archive system (MECCA) account. No documents should be submitted via postal mail except when submitting a money order and paper application to request the purchase of a duplicate license. Licenses will be valid from the day the completed application packet is received and validated by the Division of Educator Licensure. A completed application packet includes the licensure application and all supporting documentation required for your requested license type. Applications that are submitted without supporting documents will be considered incomplete and the educator will be emailed a “requirements” letter stating which documents are needed to process the licensure request. Please review the Licensure Application Checklist to identify the documents required for obtaining licensure in your desired area of certification: https://www.mdek12.org/OEL/Licensure- Application-Checklist. Transcripts must be submitted electronically directly from the institution and licensure test score reports directly from the appropriate testing company. All original documents to be used as part of the licensure application review process must be scanned and then uploaded to your MECCA system account as a Portable Document Format (PDF) file, captured using the camera on your cellular device, or by utilizing free software applications available for download that are compatible with most smartphone models. When capturing a photograph of the document to be submitted, please be sure to remove any content and/or extra spacing that is not part of the document. This should be done prior to document upload to not obstruct access to information pertinent to reviewing and processing your licensure request. All documents submitted to the Division of Educator Licensure become the property of the Mississippi Department of Education and will not be returned to the applicant, unless otherwise stated, nor will the Department provide copies of the documents to the applicant or third parties. Only the following documents will be duplicated and returned to the applicant if submission is required: Original – Out-of-state license, Professional Association Card, Marriage License, Birth Certificate, and Licensure Test Score Report. It is the responsibility of the educator to obtain copies of documents prior to submission to the Division of Educator Licensure. SPECIAL NOTE A grade of “C” or higher must be obtained on all coursework taken for renewal of license, reinstatement of license or the adding of supplemental endorsements. This includes all coursework outlined on planned programs required to convert a special license to a standard license. Acceptable Degrees or Coursework for Licensure The Division of Educator Licensure accepts degrees or coursework from any nationally or regionally accredited institution. An institution’s accreditation status can be verified using the United States Department of Education website (https://www.ed.gov/accreditation) or the Council on Higher Education Accreditation website (https://www.chea.org/). Section 37-3-2 of the Mississippi Code authorizes the Certification Commission and State Board of Education to approve all teacher preparation programs for any license in Mississippi. The Commission does not approve programs completed in other states. Licensure Preparation and Other Programs Completed Outside the State of Mississippi Prospective and practicing educators seeking to obtain initial licensure in the state of Mississippi by way of completion of a traditional state-approved or nationally accredited licensure-track teacher, administrator, certain supplemental service provider, and supplemental endorsement preparation program from a regionally/nationally accredited institution of higher education program outside of Mississippi, shall first obtain Institutional Program Verification (IPV) from the educator preparation provider in the state where the preparation occurred. Upon obtaining Institutional Program Verification (IPV) using the form established by the MDE Division of Educator Licensure, the candidate shall submit an application with required supporting documentation to the MDE Division of Educator Licensure for the purpose of determining eligibility to obtain a Mississippi license via guidelines in effect on the date the complete application is received by the MDE. Educators that complete a nontraditional licensure-track program outside of Mississippi shall first be licensed in another state and seek to obtain a Mississippi license via Reciprocity guidelines in effect on the date the complete application and required supporting documentation is received by the MDE. Degrees Earned Outside of the United States and Other Correspondence The applicant is responsible for having all transcripts representing degrees earned outside of the United States, as well as any other correspondence, translated and evaluated by an evaluation agency prior to submission of a licensure application to the Mississippi Department of Education (MDE). Please submit a detailed course-by-course foreign credential evaluation report. Information regarding acceptable evaluation agencies may be accessed at www.naces.org (click on “Choose An Agency” to gain access to contact information for those listed as “Current Members”). The official transcript must be submitted electronically to the MDE Division of Educator Licensure directly from the transcript translation organization. Name or Address Change It is the responsibility of the educator to complete the process for making a Name or Address Change request with the Division of Educator Licensure. The educator may request a Name Change by submitting a “Name Change Application” within their assigned MECCA System Account” along with the appropriate supporting documentation. Request for Name Change must be submitted via the educator’s assigned Mississippi Educator Career Continuum Archive system (MECCA) account which may be accessed at: https://mecca.mdek12.org/. The educator must provide appropriate documentation. Supporting documentation shall be a valid, unexpired, clearly legible photocopy to be accepted. To update address, the educator can log into his/her assigned educator licensure management account at: https://mecca.mdek12.org/ and edit this information as needed. Duplicate License An individual may request a duplicate copy of a license by applying online and paying with a debit or credit card or by submitting a completed paper Licensure Application and a $5 money order (Personal checks are not accepted) to the Mississippi Department of Education; Division of Educator Licensure; P.O. Box 771; Jackson, MS 39205. Download the Licensure Application Packet that is accessible at https://www.mdek12.org/OEL/Forms or complete an online application through the Mississippi Educator Career Continuum Archive system (MECCA) at: https://mecca.mdek12.org/. Expert Citizen Educator License MS Code Ann. §37-3-2 (6)(c): The Mississippi Department of Education may grant an Expert Citizen License to local business or other professional personnel in order to allow a school district to offer specialized or technical courses. This is a five-year license that can only be requested by an employing local school district or an eligible nonpublic school in the state of Mississippi. Special, Non-Renewable License MS Code Ann. §37-3-2 (6)(d): The Mississippi Department of Education may grant a Special, Non-renewable License to a candidate who has not met all certification requirements under the Miss. Code Ann. § 37-3-2(6)(a), (b), and (c), at the time the application is submitted to the Division of Educator Licensure. This is a one-year license that can only be requested by an employing local school district or an eligible nonpublic school in the state of Mississippi for up to three (3) years. This license is issued at the Class A level. Use of Non-licensed Teaching Personnel MS Code Ann. §37-3-2 (6)(e) allows for the utilization of a non-licensed person, to teach a maximum of three (3) periods per teaching day in a public or nonpublic school accredited by the state. The applicant shall submit to the local superintendent a transcript and/or other documents of education and related experience, which substantiate preparation for the subject to be taught. In no case, shall any local school board hire non-licensed personnel in excess of five percent of the total number of licensed personnel in any single school. Denial, Revocation, or Suspension According to MS Code Ann. § 37-3-2 (11) an application for licensure may be denied for one or more of the following reasons: (i) Lack of qualifications which are prescribed by law or regulations adopted by the State Board of Education; (ii) The applicant has a physical, emotional or mental disability that renders the applicant unfit to perform the duties authorized by the license, as certified by a licensed psychologist or psychiatrist; (iii) The applicant is actively addicted to or actively dependent on alcohol or other habit-forming drugs or is a habitual user of narcotics, barbiturates, amphetamines, hallucinogens or other drugs having similar effect, at the time of application for a license; (iv) Fraud or deceit committed by the applicant in securing or attempting to secure such certification and license; (v) Failing or refusing to furnish reasonable evidence of identification; (vi) The applicant has been convicted, has pled guilty or entered a plea of nolo contendere to a felony, as defined by federal or state law. For purposes of this subparagraph (vi) of this paragraph (a), a “guilty plea” includes a plea of guilty, entry of a plea of nolo contendere, or entry of an order granting pretrial or judicial diversion; (vii) The applicant or licensee is on probation or post- release supervision for a felony or conviction, as defined by federal or state law. However, this disqualification expires upon the end of the probationary or post-release supervision period. (b) The State Board of Education, acting through the commission, shall deny an application for any teacher or administrator license, or immediately revoke the current teacher or administrator license, for one or more of the following: (i) If the applicant or licensee has been convicted, has pled guilty or entered a plea of nolo contendere to a sex offense as defined by federal or state law. For purposes of this subparagraph (i) of this paragraph (b), a “guilty plea” includes a plea of guilty, entry of a plea of nolo contendere, or entry of an order granting pretrial or judicial diversion; (ii) The applicant or licensee is on probation or post-release supervision for a sex offense conviction, as defined by federal or state law; (iii) The license holder has fondled a student as described in Section 97-5-23, or had any type of sexual involvement with a student as described in Section 97- 3-95; or (iv) The license holder has failed to report sexual involvement of a school employee with a student as required by Section 97-5-24. According to MS Code Ann. § 37-3-2 (12), the State Board of Education, acting through the commission, may revoke, suspend or refuse to renew any teacher or administrator license for specified periods of time or may place on probation, reprimand a licensee, or take other disciplinary action with regard to any license issued under this chapter for one or more of the following: (a) Breach of contract or abandonment of employment may result in the suspension of the license for one (1) school year as provided in Section 37-9-57; (b) Obtaining a license by fraudulent means shall result in immediate suspension and continued suspension for one (1) year after correction is made; (c) Suspension or revocation of a certificate or license by another state shall result in immediate suspension or revocation and shall continue until records in the prior state have been cleared; (d) The license holder has been convicted, has pled guilty or entered a plea of nolo contendere to a felony, as defined by federal or state law. For purposes of this paragraph, a “guilty plea” includes a plea of guilty, entry of a plea of nolo contendere, or entry of an order granting pretrial or judicial diversion; (e) The license holder knowingly and willfully committing any of the acts affecting validity of mandatory uniform test results as provided in Section 37-16-4(1); (f) The license holder has engaged in unethical conduct relating to an educator/student relationship as identified by the State Board of Education in its rules; (g) The license holder served as superintendent or principal in a school district during the time preceding and/or that resulted in the Governor declaring a state of emergency and the State Board of Education appointing a conservator; (h) The license holder submitted a false certification to the State Department of Education that a statewide test was administered in strict accordance with the Requirements of the Mississippi Statewide Assessment System; or (i) The license holder has failed to comply with the Procedures for Reporting Infractions as promulgated by the commission and approved by the State Board of Education pursuant to subsection (15) of this section. MS Code Ann. § 37-3-2 (13): (13)(a) Dismissal or suspension of a licensed employee by a local school board pursuant to Section 37-9-59 may result in the suspension or revocation of a license for a length of time which shall be determined by the commission and based upon the severity of the offense. (b) Any offense committed or attempted in any other state shall result in the same penalty as if committed or attempted in this state. (c) A person may voluntarily surrender a license. The surrender of such license may result in the commission recommending any of the above penalties without the necessity of a hearing. However, any such license which has voluntarily been surrendered by a licensed employee may only be reinstated by a majority vote of all members of the commission present at the meeting called for such purpose. MS Code Ann. § 37-3-2 (14): (14)(a) A person whose license has been suspended or surrendered on any grounds except criminal grounds may petition for reinstatement of the license after one (1) year from the date of suspension or surrender, or after one-half (½) of the suspended or surrendered time has lapsed, whichever is greater. A person whose license has been suspended or revoked on any grounds or violations under subsection (12) of this section may be reinstated automatically or approved for a reinstatement hearing, upon submission of a written request to the commission. A license suspended, revoked or surrendered on criminal grounds may be reinstated upon petition to the commission filed after expiration of the sentence and parole or probationary period imposed upon conviction. A revoked, suspended or surrendered license may be reinstated upon satisfactory showing of evidence of rehabilitation. The commission shall require all who petition for reinstatement to furnish evidence satisfactory to the commission of good character, good mental, emotional and physical health and such other evidence as the commission may deem necessary to establish the petitioner's rehabilitation and fitness to perform the duties authorized by the license. (b) A person whose license expires while under investigation by the Office of Educator Misconduct for an alleged violation may not be reinstated without a hearing before the commission if required based on the results of the investigation. Class Levels of Mississippi Licenses Class A = Bachelor’s level license Class AA = Master’s degree level license Class AAA = Specialist degree level license Class AAAA = Doctorate degree level license (Juris Doctorate and Master of Fine Arts Degrees are Issued at the Class AAA Level) Note: To upgrade a valid standard license to a higher-class level, the degree earned must be from a regionally or nationally accredited college or university. An institution’s Accreditation status can be verified using the United States Department of Education website (https://www.ed.gov/accreditation) or the Council on Higher Education Accreditation website (https://www.chea.org/). APPLICATION PROCESS 1. Read Licensure Instructions and Checklist (https://www.mdek12.org/OEL/Licensure-Application-Checklist) to locate the license for which you are applying. 2. Apply online via the Mississippi Educator Career Continuum Archive (MECCA) system at, https://mecca.mdek12.org/. The Division of Educator Licensure cannot, by law, process any requests without receipt of an official completed licensure application submitted by the prospective or practicing educator. The licensure application submitted to the MDE Division of Educator Licensure will expire 180 days from the date it is received, and date stamped by the Division. 3. All required supporting documents for the requested license must be submitted to the Division of Educator Licensure prior to application processing. The supporting documents must be uploaded directly into the applicant’s assigned Mississippi Educator Career Continuum Archive (MECCA) system account. Official transcript(s) and official score report(s) must be submitted electronically directly from the respective college/university and administering testing company to the Division of Educator Licensure. Verification of Lawful Presence Mississippi Code Ann. §71-11-1 requires all agencies within the state of Mississippi to fully cooperate with federal immigration authorities in the enforcement of federal immigration laws. Therefore, the Division of Educator Licensure has amended the current licensure application process to include procedures for verifying an applicant’s lawful presence in the United States. Effective with applications received January 1, 2021 and thereafter, Citizens of the United States are required to submit appropriate documentation for verification once during their next most immediate licensure application submission. Non-US citizens are required to submit appropriate documentation for verification with each licensure application submission, or when their United States Citizenship and Immigration Services documents expire, whichever comes first. Licensure application(s) shall not be processed if the applicant fails to answer the request for documentation required for verification of lawful presence in the United States. Any initial or renewable license issued to an applicant who is not a United States citizen shall expire in accordance with the appropriate validity date required by a particular license type but, shall not exceed the expiration date of the applicant's authorized stay in the United States, whichever is the lesser period of time. A change in a Non-US citizen’s lawful presence status will affect his/her ability to receive or continue to hold a Mississippi educator license. It shall be the responsibility of the prospective or practicing educator to obtain and provide the MDE with required documentation regarding his/her United States citizenship or lawful presence status. Such procedures are designed to: (a) Protect the health, safety, and general welfare of students and educators; (b) Provide opportunities for pre-service teachers to practice/demonstrate knowledge and skills; (c) Standardize the criminal background check process across the state for pre-service teachers eliminating those who are not eligible or suited to the profession; (d) Assist pre-service teachers in understanding the Mississippi Educator Code of Ethics, Standards of Conduct and hold them accountable under the Code; and (e) Require attainment of the Pre-Service Teacher License for anyone participating in field experiences and student teaching in Mississippi schools (to include candidates in Mississippi and out-of-state educator preparation programs). Requirements. To qualify for the Pre-Service Teacher License: (a) An applicant must be admitted to a teacher preparation program in the state of Mississippi or any other U.S. state which meets the following requirements: 1. Leads to licensure in a teaching field; and 2. Requires participation in field experiences or clinical practice including student teaching, residency work or any other program requirements in Mississippi schools; (b) The educator preparation provider (EPP) shall request the Pre-Service Teacher License on behalf of the applicant according to procedures outlined in the Mississippi Educator Licensure Guidelines compendium; (c) An applicant shall submit appropriate documentation indicating cleared criminal background check; NOTE: The Pre-service Teacher License is not intended for individuals who hold a valid provisional or standard Mississippi license in a teaching field, or an expired Mississippi renewable standard license in a teaching field. Validity. The Pre-Service Teacher License is valid for five (5) years, with the following exceptions: (a) Invalidated upon program completion; (b) Rescinded if an individual withdraws, transfers or is removed from a program: 1. Previously-enrolled candidates who withdraw, transfer, or are removed from an educator preparation program and are subsequently re-admitted to the program or admitted to a different educator preparation program are eligible for the Pre-Service Teacher License: (i) Under these circumstances the five (5)-year validity period begins again upon re-admission and issuance of the new license. Requirements (a), (b) and (c), listed above, must be met after re-admission to the educator preparation program in order to reissue the Pre-Service Teacher License; and (c) May be extended at the request of the EPP. NOTE: Pre-Service Teacher License holders are in-field to participate in supervised field experience, clinical practice, student teaching, or residency work consistent with the grade levels of certification sought. Individuals holding valid Mississippi Licenses in teaching fields are also in-field to participate in these activities. These experiences provide license holders with an intensive and extensive culminating activity. License holders are immersed in the learning community and provided opportunities to develop and demonstrate competence in the professional roles for which they are preparing. Holding a Pre-Service Teacher License, even upon successful completion of an educator preparation program, does not automatically result in movement to the standard renewable license. Future Additions to Requirements Section: Complete the Mississippi Educator Code of Ethics – Module/Assessment, with the following exception: Applicants who have been continuously enrolled in the same educator preparation program since Month-Day-Year, or earlier are exempt from this requirement. Note: the term “enrolled” is defined as admitted to a program and actively taking coursework. Teacher License provides a statewide structure to organize procedures related to resident teachers once unconditionally admitted to a State Board of Education-approved Mississippi Teacher Residency program. Such procedures are designed to: (a) Protect the health, safety, and general welfare of students and educators; (b) Ensure resident teacher access to effective mentorship and extended clinical practice; (c) Provide opportunities for resident teachers to demonstrate knowledge and skills; (d) Assist resident teachers in understanding the Mississippi Educator Code of Ethics, Standards of Conduct, and hold them accountable under the Code; (e) Require a teaching commitment for those individuals receiving full tuition through federal, state, and/or local district funds; (f) Require attainment of the Resident Teacher License for anyone participating in residency programs in Mississippi schools; and (g) Standardize the criminal background check process across the state for resident teachers eliminating those who are not eligible or suited to the profession. Requirements. To qualify for the Resident Teacher License: (a) An applicant must be admitted to a State Board of Education-approved Mississippi Teacher Residency program through a rigorous process designed to positively impact student achievement, which meets the following requirements: 1. Twenty-one (21) ACT (or SAT equivalent), or a qualifying passing score on the Praxis Core Academic Skills for Educators examination, or minimum GPA of 3.0 on a minimum of 60-hours of course credit as established by the State Board of Education; 2. Access to an effective mentor teacher, as evidenced by a summative Professional Growth System observation rating of 3.00 or higher via district assurance; 3. Opportunities for resident teachers to demonstrate effective teaching knowledge and skills in a local school district placement throughout a one (1) year minimum teacher residency in either a teaching position, or a teaching assistant position, or other resident teacher category (if an assigned mentor serves as the teacher of record for the teaching assistant position or other resident teacher category) via district assurance; 4. Training on the Mississippi Educator Code of Ethics, Standards of Conduct and hold Resident Teachers accountable under the Code throughout local school district placement via district assurance; MISSISSIPPI DEPARTMENT OF EDUCATION RESIDENT TEACHER LICENSE 5. Completion of a qualifying score on the applicable Specialty Area Test (i.e., Praxis Subject Assessment) and the reading assessment requirement which is currently applicable to Elementary Education only (i.e., Foundations of Reading or Foundations of Reading attempt AND Pathways to Proficient Reading). Please Note: Attainment of the SBE-approved qualifying score must be achieved for all applicable licensure tests prior to institutional recommendation can be made for a standard five (5)-year license; AND 6. Completion of a two (2) year teaching commitment subject to source of funding for residents pending successful program completion via district recommnedation. (b) The educator preparation provider (EPP) shall request the Resident Teacher License on behalf of the applicant according to procedures outlined in the Mississippi Educator Licensure Guidelines compendium; AND (c) An applicant shall submit appropriate documentation indicating cleared criminal background check. Validity. The Resident Teacher License is valid for three (3) years, with the following exceptions: (a) Obtainment of a standard five (5)-year renewable license; (b) Rescinded if an individual withdraws, transfers or is removed from the Mississippi Teacher Residency: 1. Previously enrolled candidates who withdraw, transfer, or are removed from a Mississippi Teacher Residency program and are subsequently re-admitted to the program or admitted to a different Mississippi Teacher Residency program are eligible for the Resident Teacher License: 2. Twenty-one (21) ACT (or SAT equivalent), or a qualifying passing score on the Praxis Core Academic Skills for Educators examination, or a minimum GPA of 3.0 on a minimum of 60 hours of course credit as established by the State Board of Education. Requirements for a Three-Year Teacher Resident License. 1. Verification of Twenty-one (21) ACT (or SAT equivalent), or a qualifying passing score on the Praxis Core Academic Skills for Educators examination, or minimum GPA of 3.0 on a minimum of 60-hours of course credit as established by the State Board of Education; 2. Official, sealed academic transcript(s) from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred; 3. Access to an effective mentor teacher, as evidenced by a summative Professional Growth System observation rating of 3.00 or higher via district assurance; 4. Opportunities for resident teachers to demonstrate effective teaching knowledge and skills in a local school district placement throughout a one (1) year minimum teacher residency in either a teaching position, or a teaching assistant position, or other resident teacher category (if an assigned mentor serves as the teacher of record for the teaching assistant position or other resident teacher category) via district assurance; 5. Training on the Mississippi Educator Code of Ethics, Standards of Conduct and hold Resident Teachers accountable under the Code throughout local school district placement via district assurance; AND 6. Institutional recommendation documenting completion of initial requirements of a State Board of Education-approved Mississippi Teacher Residency program through a regionally/nationally accredited institution of higher education. Requirements for a Five-Year License. 1. Verification of a qualifying score on the applicable Specialty Area Test (i.e., Praxis Subject Assessment) and the reading assessment requirement which is applicable to Elementary Education only (i.e., Foundations of Reading or Foundations of Reading attempt AND Pathways to Proficient Reading). Please Note: Attainment of the SBE-approved qualifying score must be achieved for all applicable licensure tests prior to institutional recommendation can be made for a standard five (5)-year license; 2. Institutional recommendation documenting completion of a State Board of Education-approved Mississippi Teacher Residency program through a regionally/nationally accredited institution of higher education; AND 3. Completion of a two (2) year teaching commitment, including the one (1) year minimum teacher residency, to a geographical critical shortage area for those individuals receiving full tuition through any combination of federal and state funds, pending successful program completion, via district recommendation; OR 4. Completion of a two (2) year teaching commitment, including the one (1) year minimum teacher residency, to the residency placement district for those individuals receiving full tuition through local district funds, pending successful program completion, via district recommendation. OR 5. Completion of a two (2) year teaching commitment, including the one (1) year minimum teacher residency, as determined by the residency placement institution and district for those individuals receiving full tuition through any combination of funds, pending successful program completion, via institutional and district recommendation. Special Note: Completion of the two (2) year teaching commitment shall not apply to those individuals who do not receive full tuition for completion of a State Board of Education-approved Mississippi Teacher Residency program. FIVE YEAR EDUCATOR LICENSE TRADITIONAL TEACHER EDUCATION ROUTE A five-year educator license is granted to applicants meeting all licensing requirements and completing a state approved or National Council for Accreditation of Teacher Education (NCATE) or Council for the Accreditation for Educator Preparation (CAEP) approved teacher education program from a regionally/nationally accredited institution of higher learning. (NOTE: This license requires an online recommendation from an approved Educator Preparation Provider. The prospective educator is required to apply to the online recommendation to begin the licensure application process.) License Requirements Validity Renewal Class A 1. All educators completing an approved program for elementary education must achieve a passing score on a rigorous test of scientifically research-based reading instruction and intervention and data-based decision-making principles to obtain an endorsement in elementary education. MISSISSIPPI DEPARTMENT OF EDUCATION ALTERNATIVE QUALIFICATION FOR PROSPECTIVE DISTRICT SUPERINTENDENT OF EDUCATION Initial Three-Year Entry-Level District Superintendent License Criteria: 1. Holds at least a Master’s degree or higher from an institution of higher education that was accredited at the time the degree was conferred; AND 2. Have a minimum of six (6) years of documented successful leadership experience, as determined and verified by the appointing local school board (examples include, but are not limited to, for profit or not for profit organizations, state agencies, business, industry, K-12 education – district level senior/executive leadership direct report to local superintendent of education, higher education or law, senior leadership position such as CEO, Commissioned Officers – Pay Grade 03 or above); AND 3. Obtain a position as district superintendent and submit local board resolution of appointment to that position. Note: The Initial Three (3) Year Entry-Level District Superintendent License is non-renewable but, may be converted to a Standard Five (5)-Year Career-Level District Superintendent License if the following pre-conditions are met. The Initial Three-Year Entry-Level District Superintendent License may be converted to the Standard Five-Year Career-Level District Superintendent License upon completion of the following: 1. Successful completion of ongoing professional learning aligned to the responsibilities of Mississippi local school district superintendents as outlined in Miss. Code Ann. § 37-9-14. The professional learning activities must be completed during the first two (2) years of the Three (3)-Year Entry-Level District Superintendent license while actively employed as district superintendent. This would include the completion of Mississippi Department of Education approved professional growth opportunities such as Mississippi Superintendent Institute (MSI) or Superintendent’s Academy or Executive Leadership Institute or Educational Administration/Leadership degree program or any other professional growth opportunity approved by the Mississippi Department of Education. If one or more of the specific aforementioned professional growth opportunities were completed prior to obtaining the Three (3)-Year Entry-Level District Superintendent License, the district superintendent shall not be required to complete again; AND 2. Demonstrate evidence that the district increased its accountability rating by a minimum of one performance classification during the three (3) year period in which the license holder was employed as district superintendent if placed in a local school district that was rated a “C” or lower at the time of appointment as district superintendent or maintain the “A” or “B” rating in a local school district rated as such at the time of appointment; AND 3. The district superintendent shall earn a successful evaluation rating consistent with the assessment components defined in Miss. Code Ann. § 37-7-301 and as outlined in the current edition of the Mississippi Public School Accountability Standards. Note: The Standard Five (5) Year Career-Level District Superintendent License is renewable. Five (5)-Year Career-Level District Superintendent License holders must meet current State Board approved license renewal requirements prescribed for Standard Career Level Administrator License. DISTRICT SUPERINTENDENT LICENSE THREE-YEAR ENTRY-LEVEL DISTRICT SUPERINTENDENT LICENSE Entry-Level District Superintendent License Class AA, AAA, or AAAA 1. Holds valid five-year Standard Career-Level Administrator License 2. Application for Entry-Level District Superintendent License upon obtaining initial employment as a District Superintendent 3. Master of Arts in Teaching Three-Year Alternate Route License Elementary Education (4-6) Certification Class A License Elementary Education (K-6) Class AA license Prospective non-traditional educator preparation program candidates seeking licensure may be eligible to receive a three-year alternate route entry-level license upon the recommendation by a Mississippi Board of Education approved Educator Preparation Provider (EPP) for those candidates who have met all non-traditional program admittance criteria and successfully completed nine (9) hours of pre-teaching coursework consisting of three (3) hours of Classroom Management, three (3) hours of Introduction to Special Education, and three (3) hours of Data, Analysis, and Evaluation. During the three-year validity of the alternate route entry-level licensure period, candidates shall complete a year-long supervised teaching internship as the teacher of record whereby six (6) hours of course credit shall be earned. Upon successful completion of the one-year teaching internship as the teacher of record, the EPP may recommend candidates for a standard five-year Elementary Education (4-6) Class A license. To earn the Elementary Education (K-6) Class AA license, candidates must complete a Mississippi Board of Education approved Master of Arts in Teaching degree program. The Master of Arts in Teaching Elementary Education (K-6) licensure requirements shall include at a minimum 33 coursework credit hours consisting of twelve (12) hours of Literacy, three (3) hours of Science, Technology, Engineering, and Mathematics (STEM) methods, three (3) hours of Classroom Management, three (3) hours of an Introduction to Special Education, three (3) hours of Data, Analysis, and Evaluation, six (6) hours of internship, and three (3) hours of Research related to the teaching reading. The three-year alternate route entry-level license is issued to prospective non-traditional teacher preparation program candidates who meet admission criteria and pre-teaching coursework requirements outlined in the subsequent section and other preconditions in effect at the time the complete application for licensure is received by the MDE Division of Educator Licensure: • Candidates for licensure shall hold at least a bachelor’s degree in an academic area with at least one (1) eighteen (18) hour concentration area of undergraduate and/or graduate level coursework with a grade of “C” or higher. Both the degree(s) and the one (1) eighteen (18) hour concentration area of undergraduate and/or graduate level coursework must have been earned from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred. Remedial courses, also referred to as compensatory, developmental, or basic skills, will not be recognized for certification purposes and are usually numbered below 100 on the transcript. • Candidates shall meet all requirements for the Class A five-year standard alternate route license prior to the expiration of the three-year alternate route internship license. NOTE: A candidate that was removed from a program shall not be deemed eligible to receive the one-year one--time extension nor the second and final three-year alternate route entry-level license until justification for removal from the program is approved by the MDE Division of Educator Licensure. MISSISSIPPI DEPARTMENT OF EDUCATION RECIPROCITY LICENSE The department shall grant a standard five-year license to any individual who possesses a valid standard license from another state, or another country or political subdivision thereof, within a period of twenty-one (21) days from the date of a completed application. The issuance of a license by reciprocity to a military-trained applicant, military spouse or person who establishes residence in this state shall be subject to the provisions of Section 73-50-1 394 or 73-50-2, as applicable. A Two-Year Provisional Reciprocity License may be issued if an individual meets the following criteria: Requirements to Obtain a Two-Year Provisional Reciprocity License 1. Standard Mississippi Licensure Application; and 2. Valid less than standard license issued by an educator licensing authority outside the state of Mississippi; and 3. Specific restrictions apply: • Reciprocity recognizes a valid standard renewable unencumbered educator license in a teaching field that has been issued by another state, provided that the license corresponds to a licensure area, grade level, and degree level for which Mississippi offers a comparable standard educator license/endorsement. • Additional endorsements may only be added to a five-year standard renewable license issued via Reciprocity by successful completion of requirements as approved by the Mississippi State Board of Education. • A valid less than standard license issued by an educator licensing authority outside the state of Mississippi shall not include residency, internship, preservice, emergency, local district- requested, or temporary/permit licenses that are designated for educators to serve in the state of issuance only. If the less than standard license was issued for reasons other than completion of a state-approved educator preparation program, including pedagogy and clinical practice outside of Mississippi, it shall not be accepted for issuance of the five-year standard Mississippi license. • The standard five-year license shall be renewed in accordance with requirements established by the Mississippi State Board of Education as outlined in the respective official educator licensure guidelines documents. • The license holder shall be bound by the Mississippi Code of Ethics and Standards of Conduct. Code Ann. § 37-3-2(6)(a), (b), and (c), at the time the application is submitted to the Division of Educator Licensure. The special, non- renewable license for traditional teacher preparation program completers provides local school district officials with the ability to employ a candidate who has completed all requirements of a state approved or NCATE/CAEP accredited traditional teacher education preparation program from a regionally/nationally accredited institution of higher education except achieving a passing score on all Mississippi required licensure tests. This provisional licensure option provides local school district officials with the ability to employ candidates who possess the potential to earn full educator certification while temporarily addressing the ongoing teacher shortage. This Special, Non-renewable License type can be requested for a specific traditional teacher preparation program completer who meets one of the following conditions in addition to criteria outlined in the subsequent sections based on application year: A. Holds at least a bachelor’s degree in the endorsement area in which the license is requested from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred; or B. Holds at least a bachelor’s degree in any area and eighteen (18) hours of undergraduate and/or graduate level coursework with a grade of “C” or higher in the endorsement area in which the license is requested. Both the degree(s) and the eighteen (18) hours of undergraduate and/or graduate level coursework must have been earned from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred. Remedial courses (also referred to as compensatory, developmental, or basic skills) will not be recognized for certification purposes and are usually numbered below 100 on the transcript (Elementary Education is not included under option B); or C. Holds at least a bachelor’s degree in any area from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred and a passing score on the appropriate Mississippi State Board of Education approved licensure Subject Area Assessment in the endorsement area in which the license is requested; The candidate must meet all licensure requirements for a standard, five (5) year renewable license by the end of the third year. Specific restrictions apply: ▪ The license is not transferable between Districts or eligible nonpublic schools. For example, if a candidate is employed one (1) year and wishes to transfer to another school district, the license is no longer valid, unless a new Local District Request Application is received by the Division of Educator Licensure from the local district to which the candidate is transferring. If the educator is nonrenewed by the local school district after the first year, the educator will not be issued a license for another district for the remaining two (2) years. ▪ The license can only be requested in one (1) endorsement area. ▪ Additional endorsements will not be added to the special, non-renewable license. Obtaining the initial Special, Non-renewable License for traditional teacher preparation program completers requires completion of the application process as outlined below in the Year One category. Subsequent year requirements addressing verification of progress toward the standard, five (5) year renewable license are specified under the Year Two and Year Three categories. Year One Documentation Requirements The employing local school district or eligible nonpublic school must submit the following documentation for each candidate who meets the following criteria to be granted the year one special, non-renewable license: a) Standard Mississippi Licensure Application; and b) Local District Request Packet; and c) Letter of Request and Justification; and d) Vita or résumé; and e) Official, sealed transcript showing completion of a Traditional teacher education preparation program documenting successful completion of student teaching experience with an earned grade of “C” or higher. Transcript must indicate the date on which the degree was conferred; and f) Official, sealed transcript showing degree conferred in the endorsement area in which the license is requested; or g) Official, sealed transcript(s) documenting eighteen (18) hours of undergraduate and/or graduate level coursework with a grade of “C” or higher in the endorsement area in which the license is requested; or h) Official test score report(s) documenting a passing score on the appropriate Mississippi State Board of Education approved licensure Subject Area Assessment in the endorsement area in which the license is requested. Year Two Documentation Requirements The employing local school district or eligible nonpublic school must submit documentation indicating that the special, non-renewable license holder is making sufficient progress toward the completion of requirements for obtaining full state certification. Sufficient evidence includes the following for the Traditional teacher education preparation program completer: a) Official test score report(s) documenting attempt(s) to achieve a qualifying passing score on any required applicable Mississippi State Board of Education approved testing requirements during the time the year one Special, Non-renewable License was valid; and b) Standard Licensure Application; and c) Local District Request Packet; and d) Letter of Request and Justification. Year Three Documentation Requirements The employing local school district or eligible nonpublic school must submit documentation indicating that the special, non-renewable license holder is making sufficient progress toward the completion of requirements for obtaining full state certification. Sufficient evidence includes the following for the Traditional teacher education preparation program completer: a) Official test score report(s) documenting attempt(s) to achieve a qualifying passing score on any required applicable Mississippi State Board of Education approved testing requirements during the time the year two Special, Non-renewable License was valid; and b) Standard Licensure Application; and c) Local District Request Packet; and d) Letter of Request and Justification. MISSISSIPPI DEPARTMENT OF EDUCATION SPECIAL, NON-RENEWABLE LICENSE FOR PROSPECTIVE NON-TRADITIONAL TEACHER PREPARATION PROGRAM COMPLETERS The special, non-renewable license for prospective non-traditional teacher preparation program completers is a one-year license that can only be requested by an employing local school district or an eligible nonpublic school in the state of Mississippi for up to three (3) years for a candidate who has not met all certification requirements under the Miss. Code Ann. § 37-3-2(6)(a), (b), and (c), at the time the application is submitted to the Division of Educator Licensure. The special, non-renewable license for prospective non-traditional teacher preparation program completers provides local school officials with the ability to employ a candidate who has the potential to obtain a standard Mississippi teaching license by the completion of a Mississippi State Board of Education approved alternate route teacher education preparation program. This provisional licensure option provides local school district officials with the ability to employ candidates who possess the potential to earn full educator certification while temporarily addressing the ongoing teacher shortage. This Special, Non-renewable License type can be requested for a prospective non-traditional teacher preparation program completer who meets one of the following conditions in addition to criteria outlined in the subsequent sections based on application year: A. Holds at least a bachelor’s degree in the endorsement area in which the license is requested from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred; or B. Holds at least a bachelor’s degree in any area and eighteen (18) hours of undergraduate and/or graduate level coursework with a grade of “C” or higher in the endorsement area in which the license is requested. Both the degree(s) and the eighteen (18) hours of undergraduate and/or graduate level coursework must have been earned from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred. During the school year the valid special, non-renewable license is issued, the employing Mississippi local school district or eligible nonpublic school shall provide the special, non-renewable license holder: a) Appropriate ongoing activities that lead to obtaining unconditional admission to a Mississippi State Board of Education approved non- traditional teacher preparation program as one criterion for the issuance of Year Two license; and b) High-quality professional development that is sustained, intensive, and classroom-focused; and c) Intensive supervision that consists of structured guidance and regular ongoing support or teacher mentoring with a fully certified teacher. Year Two Documentation Requirements The employing local school district or eligible nonpublic school must submit documentation indicating that the special, non-renewable license holder is making sufficient progress toward the completion of requirements for obtaining full state certification to be granted the year two special, non-renewable license: Demonstrate sufficient progress toward completion of requirements for obtaining full state certification: i. Official test score report(s) documenting achievement of or attempt(s) to achieve the qualifying passing score(s) on required applicable Mississippi State Board of Education approved testing requirements, during the time the year one Special, Non-renewable License was valid; and/or ii. Official letter of unconditional acceptance to a Mississippi State Board of Education approved non- traditional teacher preparation program from the appropriate State Board approved program provider. iii. The Mississippi teacher preparation program provider must ensure that the candidate has met all minimum admission requirements prior to enrolling the candidate in the non-traditional teacher preparation program-- Official letter must be completed by the Dean of Education or Certification Officer; and/or iv. Official, sealed transcript showing required course(s) status as “in progress” or “completed” with an earned grade of “C” or higher. Evidence of program progress and/or completion must reflect acceptable forms of documentation based on the specific non-traditional educator preparation program being completed; and v. Evidence of having received high-quality professional development that is sustained, intensive, and classroom-focused during the preceding school year; and vi. Evidence of having participated in intensive supervision that consisted of structured guidance and regular ongoing support or teacher mentoring with a certified teacher during the preceding school year; and vii. Standard Licensure Application; and viii. Local District Request Packet; and ix. Letter of Request and Justification. During the school year the valid special, non-renewable license is issued, the employing Mississippi local school district or eligible nonpublic school shall provide the special, non-renewable license holder: a) Appropriate ongoing activities that lead to obtaining unconditional admission to a Mississippi State Board of Education approved non- traditional teacher preparation program as one criterion for the issuance of Year Three license; and b) High-quality professional development that is sustained, intensive, and classroom-focused; and c) Intensive supervision that consists of structured guidance and regular ongoing support or teacher mentoring with a fully certified teacher. Year Three Documentation Requirements The employing local school district or eligible nonpublic school must submit documentation indicating that the special, non-renewable license holder is making sufficient progress toward the completion of requirements for obtaining full state certification to be granted the year three special, non-renewable license: Demonstrate sufficient progress toward completion of requirements for obtaining full state certification: i. Official test score report(s) documenting achievement of or attempt(s) to achieve the qualifying passing score(s) on required applicable Mississippi State Board of Education approved testing requirements, during the time the year two Special, Non-renewable License was valid; and/or ii. Official letter of unconditional acceptance to a Mississippi State Board of Education approved non- traditional teacher preparation program from the appropriate State Board approved program provider. The Mississippi teacher preparation program provider must ensure that the candidate has met all minimum admission requirements prior to enrolling the candidate in the non-traditional teacher preparation program-- Official letter must be completed by the Dean of Education or Certification Officer; and/or iii. Official, sealed transcript showing required course(s) status as “in progress” or “completed” with an earned grade of “C” or higher. Evidence of program progress and/or completion must reflect acceptable forms of documentation based on the specific non-traditional educator preparation program being completed; and iv. Evidence of having received high-quality professional development that is sustained, intensive, and classroom-focused during the preceding school year; and v. Evidence of having participated in intensive supervision that consisted of structured guidance and regular ongoing support or teacher mentoring with a certified teacher during the preceding school year; and vi. Standard Licensure Application; and vii. Local District Request Packet; and viii. Letter of Request and Justification. During the school year the valid special, non-renewable license is issued, the employing Mississippi local school district or eligible nonpublic school shall provide the special, non-renewable license holder: a) Appropriate ongoing activities that lead to obtaining unconditional admission to a Mississippi State Board of Education approved non- traditional teacher preparation program, if applicable; and b) High-quality professional development that is sustained, intensive, and classroom-focused; and c) Intensive supervision that consists of structured guidance and regular ongoing support or teacher mentoring with a fully certified teacher. NOTE: Educator preparation program providers shall ensure that candidates have met all requirements in effect at the time the application for admission to a Mississippi State Board of Education approved non-traditional educator preparation program is received. Requirements include, but are not limited to, the following: (To obtain the most accurate and up-to-date requirements, please visit the Educator Licensure Section at www.mde.k12.ms.us/k12.org/OEL) a) The candidate must hold at least a bachelor’s degree from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred; and b) The candidate must present official score report(s) from the appropriate testing vendor documenting earned passing qualifying scores on all required non-traditional educator preparation program admission and licensure tests such as, Twenty-one (21) ACT (or SAT equivalent) or achieve a qualifying passing score on the Praxis Core Academic Skills for Educators examination*, or minimum GPA of 3.0 on a minimum of 60-hours of course credit as established by the State Board of Education, Praxis Subject Assessment(s)** in the area in which the educator license is sought, and a rigorous test of scientifically research-based reading instruction and intervention and data- based decision-making principles (if applicable to area of certification sought) ***. *Candidate must have achieved the Mississippi State Board of Education’s approved Minimum Passing Score requirement for Reading, Writing, and Mathematics prior to non-traditional program admission. **Candidate must have achieved the Mississippi State Board of Education’s approved Minimum Passing Score requirement for test(s) in the area in which the educator license is sought prior to non-traditional program admission. ***Candidate must have achieved the Mississippi State Board of Education’s approved Minimum Passing Score requirement for Foundations of Reading assessment OR attempt the Foundations of Reading Assessment and achieve the Mississippi State Board of Education’s approved minimum passing score requirement for Pathways to Proficient Reading prior to non-traditional program admission for Elementary Education (4-6) certification. Meeting all testing requirements is but one criterion for completing the multi-step educator licensure process for obtaining full state certification in the state of Mississippi. Please visit the Educator Licensure Section of the MDE website to obtain the most accurate and up to date information. MISSISSIPPI DEPARTMENT OF EDUCATION SPECIAL LICENSE, ADJUNCT TEACHER LICENSE The special license, Adjunct Teacher License is a three-year license that can only be requested by an employing local educational agency (LEA) or an eligible nonpublic school in the state of Mississippi for a candidate who has not met all teacher certification requirements under the Miss. Code Ann. § 37-3-2(6)(a), (b), and (c), at the time the application is submitted to the Mississippi Department of Education Division of Educator Licensure. This licensure option provides local school district officials with the ability to temporarily address the ongoing teacher shortage. The special license, Adjunct Teacher License can be requested for an individual who meets the following pre- conditions in addition to criteria outlined in the subsequent sections: 1. Specific knowledge, skills, and experience in an engineering, medical, dental, pharmaceutical, veterinarian, legal, accounting, or any other professional position approved by the Mississippi Department of Education (MDE) except those related to licensure endorsement areas that are offered as part of Career and Technical Education, Administrator, and Instructional Support Personnel license types; AND Three-years of relevant occupational experience, directly related to the subject area to be taught at the 7-12 education level; AND Hold the appropriate valid professional licensure for the profession or field of instructional experience OR 2. Instructional knowledge, skills, and experience in subject areas such as Biology, Chemistry, Chinese, Economics, English, French, German, Latin, Mathematics, Physics, Psychology, Social Studies, Spanish, Speech Communications or Performing Arts fields: Dance, Drama, Music, and Art; AND Three-years (six (6) complete semesters) of documented teaching experience, in the subject area to be taught at the 7-12 education level, at a Mississippi Department of Education accepted regionally/nationally accredited college or university; Requirements. To be eligible for consideration for the issuance of the Special License, Adjunct Teacher License, the applicant must be employed by a local educational agency (LEA) or an eligible nonpublic school in the state of Mississippi and meet the following criteria: The individual must: 1. Hold a Master’s degree or higher in any area from a Mississippi Department of Education accepted college or university that was regionally/nationally accredited at the time the degree was conferred; AND 2. Verify a minimum of three-years of relevant occupational experience, directly related to the subject area to be taught at the 7-12 education level (applicable to occupational personnel) AND 3. Hold the appropriate valid professional licensure for the profession or field of instructional experience AND 4. The employing Mississippi LEA or eligible nonpublic school shall provide assurance that the Special License, Adjunct Teacher License holder will engage in: a) High-quality professional development that is sustained, intensive, and classroom-focused; AND b) Intensive supervision that consists of structured guidance and frequent ongoing coaching and support or teacher mentoring rendered by an assigned fully certified teacher in the same subject area in which the licensee is teaching. OR 1. Hold a Master’s degree or higher in any area from a Mississippi Department of Education accepted college or university that was regionally/nationally accredited at the time the degree was conferred; AND 2. Verify a minimum of three-years (six (6) complete semesters) of documented teaching experience, in the subject area to be taught at the 7-12 education level (applicable to higher education personnel); AND 3. The employing Mississippi LEA or eligible nonpublic school shall provide assurance that the Special License, Adjunct Teacher License holder will engage in: a) High-quality professional development that is sustained, intensive, and classroom-focused; AND b) Intensive supervision that consists of structured guidance and frequent ongoing coaching and support or teacher mentoring rendered by an assigned fully certified teacher in the same subject area in which the licensee is teaching. Licensure Endorsement Areas: Biology, Chemistry, Chinese, Economics, English, French, German, Latin, Mathematics, Physics, Psychology, Social Studies, Spanish, Speech Communications or Performing Arts fields: Dance, Drama, Music, and Art; Validity. 1. The Special License, Adjunct Teacher License is valid for three (3) years. Renewal Requirements. This special license type may be renewed if the following criteria are met during the three- year validity of license: 1. Adjunct Teacher must obtain annually, at minimum, a successful rating as measured on the Mississippi Educator and Administrator Professional Growth System and defined by the Mississippi Department of education AND 2. Must meet the Mississippi State Board of Education teacher licensure renewal requirements in effect during the three (3) year validity of the license required for the specific subject area the Adjunct Teacher license is held. Specific restrictions apply: ▪ The three-year Special License, Adjunct Teacher license is not transferable between LEAs or eligible nonpublic schools. If a candidate is employed one (1) year and transfers to another school district, the license is no longer valid, unless a new Local District Request Application is received by the MDE Division of Educator Licensure from the local district to which the candidate is transferring. The MDE Division of Educator Licensure must be notified via official correspondence, if the license holder should leave the original LEA or eligible nonpublic school for any reason, in order that the current license be invalidated and to allow submission of a new application by another employing local public school district or an eligible nonpublic school. ▪ The three-year Special License, Adjunct Teacher license can only be requested in one (1) endorsement area. ▪ Additional endorsements cannot be added to this license. If the employing LEA or eligible nonpublic school desires to request the license in a different subject area, a new application request must be submitted to determine eligibility. Should the Adjunct Teacher license holder desire to obtain licensure independent of the local school district requested license, the individual must complete a Mississippi State Board of Education approved educator preparation program. ▪ The license holder shall be bound by the MS Code of Ethics, Standards of Conduct. ▪ This license may be issued at the Class AA, AAA, or AAAA level based on the prospective teacher’s highest level of degree attainment from a regionally/nationally accredited college/university. Note: It is the responsibility of the LEA to assure that Adjunct Teacher License holder is assigned to teach only within the subject field associated with the license. The Special License, Expert Citizen – Teacher License is a five-year license that can only be requested by an employing local public school district or an eligible nonpublic school accredited or approved by the state of Mississippi in order to allow a school district to offer specialized or technical courses as outlined in Mississippi Code Ann. §37-3-2 (6)(c) and in accordance with rules and regulations established by the State Board of Education. The Special License, Expert Citizen – Teacher License shall not be converted to any other license type issued by the Mississippi Department of Education. Should the Expert Citizen – Teacher License holder desires to obtain any other standard five (5) year license type, all current requirements of a Mississippi State Board of Education approved Traditional or Non-traditional teacher education preparation program must be met. Requirements. To qualify for the Special License, Expert Citizen – Teacher License an applicant shall meet the following: 1. Request initiated by a Mississippi-based local school district or nonpublic school accredited or approved by the state using the local district request application process 2. Completed licensure application 3. Verification of a minimum of five (5) years of relevant experience 4. Official academic transcript(s) verifying at least a high school diploma 5. Verification of valid Industry-recognized certification related to the subject area license is requested OR If candidate does not hold industry-recognized certification but does meet the required relevant experience criterion, the local school board shall document as part of their minutes, a detailed explanation for hiring an instructor that does not possess industry certification. The minutes shall be submitted as part of the completed licensure application packet. Class Level of License: The Class Level of this license is issued according to the applicant’s highest level of educational attainment as evidenced and confirmed by the official academic transcript issued by a regionally/nationally accredited education institution. Class A = Bachelor’s level license (High School Diploma – Issued at Class Level A) Class AA = Master’s degree level license Class AAA = Specialist degree level license Class AAAA = Doctorate degree level license Validity: This license is valid for five-years and renewable in accordance with current Mississippi State Board of Education established Career and Technical Education teacher licensure renewal options. Specific restrictions apply: ▪ The license is not transferable between Districts or eligible nonpublic schools. For example, if a candidate is employed one (1) year and transfers to another school district, the license is no longer valid, unless a new Local District Request Application is received by the Division of Educator Licensure from the local district to which the candidate is transferring. The MDE Division of Educator Licensure must be notified via official correspondence, if the license holder should leave the original local public school district or eligible nonpublic school for any reason, in order that the current license be invalidated and to allow submission of a new application by another employing local public school district or an eligible nonpublic school. ▪ The license can only be requested in one (1) endorsement area. ▪ Additional endorsements will not be added to the Special, Expert Citizen-Teacher License. ▪ The license holder shall be bound by the MS Code of Ethics, Standards of Conduct. MISSISSIPPI DEPARTMENT OF EDUCATION SPECIAL LICENSE, EXPERT CITIZEN – TEACHER LICENSE The Performance-Based Teacher License provides a statewide structure to organize procedures related to Performance-Based License (PBL) candidates. Such procedures are designed to: (a) Protect the health, safety, and general welfare of students and educators; (b) Require attainment of all requirements therein for anyone receiving the Performance-Based License; (c) Recognize PBL candidates’ demonstration of the knowledgeand skills necessary to positively impact student outcomes; (d) Ensure PBL teachers’ access to effective and ongoing professional learning opportunities; (e) Hold PBL teachers accountable under the Mississippi Educator Code of Ethics, Standards of Conduct; and (f) Standardize the criminal background check process across the state for performance- based licensure candidates thus eliminating those who are not eligible or suited to the profession. Requirements. To qualify for the Performance-Based Teacher License: (a) An applicant shall meet the following requirements: 1. Standard Mississippi Licensure Application; and 2. Local District Request; and 3. Letter of Request and Justification; and 4. Vita or résumé; and 5. Official, sealed transcript(s) showing completion of at least bachelor’s degree from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred; and 6. Documentation verifying at least three (3) years lead teaching experience (possibly as a long-term substitute, emergency, special non-renewable licensed teacher, or licensed out-of-content teacher) OR six (6) years of classroom experience (possibly as a teacher assistant) in an accredited public, private, elementary, or secondary (N- 12) school; and Note: Documentation may verify a combination of lead teaching and classroom experience provided that the total equals at least three (3) years with two (2) years of classroom experience (possibly as a teacher assistant) equating to one (1) year of lead teaching experience. 7. District assurance of previous positive student learning impact on existing pre-/post-assessments offered in the district. MISSISSIPPI DEPARTMENT OF EDUCATION PERFORMANCE-BASED TEACHER LICENSE (b) An applicant shall submit appropriate documentation indicating cleared criminal background check. Validity. The Performance-Based Teacher License is valid for three (3) years, with the following exceptions: (a) Obtainment of a standard five (5)-year renewable license; (b) Rescinded if an individual withdraws, transfers or is removed as a Performance-Based Licensure Candidate. Requirements for a Three-Year Performance-Based Teacher License. 1. Standard Mississippi Licensure Application; and 2. Local District Request; and 3. Letter of Request and Justification; and 4. Official, sealed transcript(s) showing completion of at least bachelor’s degree from an institution of higher education that was regionally/nationally accredited at the time the degree was conferred; and 5. The purpose of this policy is to provide criteria for the one-time one-year extension of certain provisional nonrenewable license types obtained via the completion of prelicensure requirements of a Mississippi State Board of Education approved nontraditional teacher preparation program. Requirements. The one-time one-year extension of the provisional nonrenewable license type may be granted to an individual that has not met all licensure requirements for converting the Entry-Level Teaching License to the standard clear renewable license type, at the time the application for the one-time one-year extension is submitted to the Division of Educator Licensure. This special, one-time one-year extension provides a candidate that experienced extenuating circumstances that impeded their ability to complete all licensure requirements within the validity period assigned to the initial provisional Entry-Level Teaching License held, one additional year to complete all remaining requirements for converting the provisional license to the standard level. A Mississippi educator who holds or previously held a provisional nonrenewable Mississippi license and has not met all licensure requirements for converting the Entry-Level Teaching License to the standard clear renewable license type, at the time the application is received by the Division of Educator Licensure shall have the previous license extended one time for one year under the following conditions: 1. The previously issued provisional nonrenewable license must have expired or be within three months of its expiration date; and 2. The educator shall have secured a position at a local school district or an eligible nonpublic school in the state of Mississippi for the purpose of completing all remaining licensure requirements in effect on the date the complete application for the one-time one- year extension is received by the Division of Educator Licensure; and 3. The one-time one-year extension shall be requested by the Educator Preparation Provider that made the initial recommendation for the three-year nonrenewable entry-level license, if applicable. (2) Validity. The one-time one-year license extension is valid for one (1) school year. The educator shall meet all current program and licensure requirements for a standard, five (5) year renewable license by the expiration of the one (1) year extension. Specific restrictions apply: ▪ Extensions will be granted in circumstances of hardship, which may include severe illness, disability, military service, or other valid justifications. Applicants are required to provide a written explanation that outlines the specific reasons for their request. MISSISSIPPI DEPARTMENT OF EDUCATION GUIDELINES FOR THE EXTENSION OF CERTAIN PROVISIONAL NONRENEWABLE LICENSE TYPES Additionally, supporting documentation may be requested, such as a physician’s statement for requests related to health issues, as part of the recommendation. ▪ The one-time one-year extension can be issued in any applicable endorsement area offered by the following approved State Board of Education licensure-track educator licensure pathways or other pathways that may be adopted in the future: Master of Arts in Teaching Program; Teach Mississippi Institute; Career and Technical Education Entry-Level Teaching License; American Board for Certification of Teacher Excellence; Teach for America; iteach Mississippi. ▪ This license type does not include any local district-requested license type. ▪ Additional endorsements may be added to the extended license by way of completion of appropriate requirements approved by the Mississippi State Board of Education and shall be requested by the candidate only. ▪ The license shall be issued at the class level held prior to the expiration of the license to be extended and shall not be upgraded to a higher-class level during the extension period. ▪ This policy only applies to entry-level teaching licenses granted through an active Mississippi State Board of Education approved licensure-track teacher preparation program and pathway. MISSISSIPPI DEPARTMENT OF EDUCATION DISCONTINUED TEST AND/OR ADJUSTED SCORE POLICY Discontinued Test/Adjusted Score Policy Effective September 1 of the year that a new version of a Mississippi-approved assessment in the Mississippi Educator Licensure Assessment Program (MELAP) is implemented, passing scores from the most recently discontinued version of the assessment will be accepted for up to two (2) years from the date the assessment was discontinued. The most recently discontinued version of the assessment shall have been taken and passed on or before August 31 of the year the new version is implemented. An applicant for Mississippi educator licensure shall successfully complete current requirements of the MELAP if official test score results are no longer valid and reportable to the Mississippi Department of Education. APPENDIX I GLOSSARY Administrative/Supervisory Experience - Direct supervision of individuals and/or programs within a business, industry, and/or organization. Administrator - Any staff member employed by a school board who is assigned the responsibility for coordinating, directing, supervising, or otherwise administering programs, services, and/or personnel under the auspices of the program, school, or district. Approved Program - Courses of study approved by the Mississippi Department of Education leading to a five-year license or a supplemental endorsement. (Requires Completion of an Institutional Program Verification form or Online Recommendation submitted via the Mississippi Department of Education’s designated educator licensure application management system) Approved Teacher Education Program - A program within a teacher education institution which prepares students to enter a specific area of education and includes student teaching. (e.g., math education, special education, science education, etc.). Candidate – An individual admitted to and engaged in the preparation process for professional educator licensure/certification with an approved Educator Preparation Provider (EPP). Candidates are distinguished from “students” in P-12 schools. The term “students” refers to learners in the P-12 environment. Contact Hour - One hour of structured professional learning time equals one contact hour. The actual time that a professional learner actively engages in professional learning activities such as lectures, workshops, seminars, and other professional learning session types for the purpose of continuous professional growth and development and licensure renewal. Content (Field of Study) - The subject matter or discipline that teachers are being prepared to teach at the elementary, middle, and/or secondary levels. Content also refers to the professional field of study (e.g., special education, early childhood education, school psychology, reading, or school administration). Content Area Courses - Refers to course work in the area of endorsement (e.g., mathematics, science, special education, etc.). Continuing Education Unit (CEU) - Unit of educational credit offered through an approved CEU granting agency. One CEU is earned through ten (10) contact hours of instruction/training. Council for the Accreditation of Educator Preparation (CAEP) - A national accrediting body that ensures the preparation of highly qualified educators through the accreditation of programs in which data-driven decisions; resources and practices support candidate learning; and candidates demonstrate knowledge, skills, and professional dispositions geared toward raising student achievement. Note: TEAC and NCATE merged to form CAEP. Educator Preparation Provider (EPP) - The college, school, department, or other administrative body in colleges, universities, or other organizations with the responsibility for managing or coordinating all programs offered for the initial and advanced preparation of teachers and other school professionals, regardless of where these programs are administratively housed in an institution. Also known as the “professional education unit.” The professional education unit shall include in its accreditation review all programs offered by the institution for the purpose of preparing teachers and other school professionals to work in pre-kindergarten through twelfth-grade settings. Effective (Original Effective) Date – The date listed on an educator license indicating when the license or supplemental endorsement became valid, based on the date the complete application packet was received validated by the Mississippi Department of Education Division of Educator Licensure. Endorsements – Content areas or instructional roles in which educators are licensed. Enrolled - Includes students who have been officially admitted into a teacher preparation program and those who are still actively completing coursework required for graduation. Full Year (Academic Year) - The amount of time that must be scheduled in the educational calendar and that consists of a minimum of 180 teaching days. Two (2) of the 180 days may be 60% days provided there are 198 minutes of actual instruction, and the remainder of each day is used for professional development and/or testing. Institutional Program Verification – Official documentation provided by the Educator Preparation Provider verifying completion of an approved licensure-track educator preparation program. Institutional Program Verification documentation is submitted via the Mississippi Department of Education’s designated educator licensure application management system. Instructional Support Personnel – An appropriately licensed and endorsed professional, qualified to offer student support services (e.g., psychologist, guidance counselor, social worker, psychometrist, etc.). Job/Skill Related Areas - Include pedagogy and skills for effective teaching and leadership (e.g., computer technology, cooperative learning, learning styles, methodology, etc.). License Renewal – License renewal is the official process by which a licensed educator maintains the validity of their teaching, administrator, or instructional support license. This process is established by the Mississippi State Board of Education and administered through the Mississippi Department of Education Division of Educator Licensure and requires the educator to meet specific criteria within a set time frame, such as, earning continuing education units (CEUs)/contact hours, completing a certain number of coursework credit hours or fulfilling other state-mandated requirements. Successful renewal ensures the educator remains authorized to serve in their licensed role within the state’s P-12 public school system. License Upgrade - The process of changing a standard educator license to a higher-class level by completion of an advanced degree. Licensing Authority – An official, agency, board, or other entity of a state, country, or political subdivision that is responsible for the licensing and regulation of educators authorized to serve in P-12 public educational settings.
