Notice By Commission to Third Parties. The Department on behalf of the Commission may, at its discretion, provide notice to any person, agency, or entity that a declaratory opinion has been requested, and it may receive or consider data, facts, arguments, and/or opinions from other persons, agencies, or other entities other than the requestor.
