Recommendation; Final Decision A. Within thirty [30] days of the hearing, the hearing officer shall prepare a written recommendation and submit it to the BOB Director and Contractor or prospective Contractor. If debarment is ordered or affirmed, the decision shall state the reasons for the action, the length of debarment and the extent to which affiliates or principals are affected. The final decision shall also advise the debarred person of the right to appeal to a court of law.
