Offer of ARPA RWAI Grant. Upon determination by the Department that (a) all applicable requirements of the ARPA RWAI Grant application have been met, (b) the application deadlines have been met for the award cycle, and (c) funds are available for the amount of the ARPA RWAI Grant application, the State Health Officer or his designee will execute and transmit an ARPA RWAI Grant offer to the Grant recipient. In addition to the estimated allowable project costs as described in Appendices A and B of these regulations, the Grant offer may include a construction contingency, as determined by the Department, in the project budget.
