This Subchapter establishes the rules and regulations governing the organization,
staffing, and delivery of neonatal care within facilities designated as Level II –
Special Care. It is intended to ensure that mothers and their newborns receive
safe, effective, and timely clinical services in accordance with current standards of
professional practice.
These requirements apply to all facilities designated as Level II – Special Care,
which manage neonates of thirty-two (32) weeks gestational age or greater and
birth weight of at least fifteen hundred (1,500) grams, as well as those that may
transiently retain more immature or lower–birth–weight infants. The Subchapter
further mandates the implementation of a comprehensive Performance
Improvement (PI) Plan to monitor outcomes and drive continuous improvement in
neonatal services.
