Debt Management Objectives The State Bond Commission’s objectives within this policy are to maintain (1) compliance with state and federal law, (2) cost-effective access to the capital markets through prudent policies, and (3) moderate debt and debt service payments with effective planning. The State Bond Commission will revise this document as needed to comply with changes to federal and state guidelines or State Bond Commission policies.
