Comparative Hearings

Comparative Hearings.
The conduct of a comparative hearing shall differ from a non-comparative
hearing only in the following respects:
1. Applicants shall present their cases in the order in which their requests for
hearing were received by the Department;
2. Rebuttal proof shall be offered by the Applicants in the order in which they
presented their cases in chief; and
3. Opponents shall present in the order specified in Rule 5.7(3).
All other procedures for conducting a non-comparative hearing during the course
of review apply to comparative hearings.
