Consistency with State Health Plan. The Applicant shall demonstrate consistency with the applicable provisions of the State Health Plan, including need methodologies, inventories, planning districts, utilization methodologies, service-specific criteria, and other applicable planning standards. Certificate of Need applications shall be reviewed under the State Health Plan in effect at the time the application is received by the Department.
