Guidance Documents. The Department may publish guidance documents, policy statements, advisory materials, frequently asked questions, instructions, and other informational materials to assist regulated persons in understanding and complying with the Certificate of Need Program. Guidance materials shall not constitute binding regulations unless adopted in accordance with the Mississippi Administrative Procedures Act.
