Automated Resources-Electronic Disqualified Recipient System (EDRS). A. EDRS is a nationwide database of persons disqualified for an Intentional Program Violation (IPV), which must be searched each time an initial application or recertification application is registered to prevent participation of individuals found guilty of an IPV by another state. B. MDHS must not take any adverse action to terminate, deny, suspend or reduce benefits to an applicant or recipient based on these match results unless the match information has been independently verified.
