Failure to Appear at a Subgrant Administrative Hearing. If a Subgrantee fails to appear at a Subgrant Administrative Hearing, the Subgrantee’s Subgrant Administrative Agency Appeal shall be considered abandoned, and the appealed adverse action shall be final and binding. A Subgrantee’s abandonment of a Subgrant Administrative Agency Appeal shall be construed as a waiver of a Subgrantee’s right to appeal and shall serve as a procedural bar for subsequent appeals of the relevant adverse action.
