Miss. Code Ann. § 49-15-319

(1) Any charter or recreational fishing boat which will be in the Gulf of Mexico over twenty-four (24) hours shall file a float plan with the department prior to departure. (2) If a float plan is not filed, the fish on such boat shall not be filleted.
