Miss. Code Ann. § 31-1-25

(1) The purchase of all printing, binding and stationery is hereby defined as a commodity purchase, subject to the provisions of Sections 31-7-1 through 31-7-19, Mississippi Code of 1972 . (2) In the event the provisions of this section conflict with the provisions of any laws or parts of laws, the provisions of this section shall control.
