(1) The program must ensure that each program participant has clothing suitable to the program participant's age and size and comparable to the clothing of other adolescents in the community. (2) Program participants must have some choice in the selection of their clothing. (3) A program must provide necessary supplies and train program participant's in personal care, hygiene, and grooming.
