ARM 38.5.8203. GOALS

(1) The goals of these electricity supply resource planning and procurement guidelines are: (a) to facilitate a utility's provision of adequate and reliable electricity supply services, stably and reasonably priced, at the lowest long-term total cost; (b) to promote economic efficiency and environmental responsibility; (c) to facilitate a utility's financial health; (d) to facilitate a process through which a utility identifies and cost-effectively manages and mitigates risks related to its obligation to provide electricity supply service; and (e) to build on the fundamental rate making relationship between the commission and the utility to advance these goals.
